Zuma’s radical new land legislation: First details

IN A statement issued at the weekend, President Jacob Zuma has given the first details of his proposed Land Holdings Bill, which will prohibit foreigners from owning land in South Africa. 

Once the bill is passed, foreign nationals will only be entitled to lease land. 

The bill will set a ceiling of 12 000ha of land — “an approximate equivalent of two farms” and any land owned above that limit will be purchased by government and ‘redistributed'”. 

“The Bill will soon be sent to cabinet for approval, after which will be a process of public consultation and thereafter it will be submitted for the necessary parliamentary procedures before being assented to by the president.” 

The statement said bans on foreign land ownership “is an established practice internationally”.
