Nkwinti farm plan ‘sounds like expropriation’

RURAL Development and Land Reform Minister Gugile Nkwinti has ruffled feathers with a recently published draft policy proposal that farmers hand over half their land to their workers.

The document sets April next year as the deadline for submissions on the proposal.

Mr Nkwinti told the Sunday Times that the document, which appears to be something of an opening gambit, was prompted by the apparent unwillingness of stakeholders in farming to come up with proposals that would speed up the redress of black landowners’ apartheid-era dispossession.

Black Economic Empowerment Institute co-founder Leila Moonda said yesterday the proposed policy was “almost like expropriation without compensation”.
